باشرت جمعية التنمية المجتمعية والتعليم المستمر مع بداية هذا العام تنفيذ فعاليات مشروع “بلدياتنا تزدهر بنا” ضمن مشروع “مجتمعات مزدهرة” والذي يهدف إلى دعم البلديات الفلسطينية من أجل تعزيز الاستمرارية في تقديم الخدمات، وتحسين الاستدامة المالية فيها وتعزيز المشاركة المجتمعية وذلك بهدف جعل الهيئات المحلية أكثر كفاءةً وتقبلاً للمساءلة من قبل المواطنين حيث سيعمل مشروع “مجتمعات مزدهرة” بشكل حثيث مع خمسة وخمسين بلدية في مختلف انحاء الضفة الغربية، بهدف زيادة إيراداتها المالية والتي من شأنها أن تمكن تلك البلديات من تحسين الخدمات المُقدمة للمواطنين، وأن ترتقي بتلك الخدمات إلى المستوى الذي يرضي المواطنين.
يهدف مشروع “بلدياتنا تزدهر بنا” الذي سيستمر لمدة ستة وعشرين شهراً ويستهدف خمس عشرة بلدية من بلديات جنوب الضفة الغربية والتي تقدم خدماتها الى نحو 220,000 نسمة بشكل أساسي لتوثيق العلاقة بين مؤسسات الحكم المحلي “البلديات” والمواطنين عن طريق سلسلة من الأنشطة والتدخلات الهادفة لتحسين الخدمات المقدمة من البلديات وزيادة الاستدامة المالية للبلديات المستهدفة وربطها مباشرة باحتياجات وأولويات المواطنين وكذلك لزيادة انخراط المواطنين بأنشطة البلديات وتمكينهم من الوصول للمعلومات الخططية والبرامجية للبلديات، وصولاً لشراكة كاملة بين الطرفين.
يأتي مشروع “بلدياتنا تزدهر بنا” ضمن المكون الثاني من مشروع “مجتمعات مزدهرة” تحت عنوان تعزيز الشفافية والمساءلة في الحكم المحلي، استجابة لاحتياجات البلديات الشريكة في تعزيز اشراك المجتمع المحلي في العمل البلدي.
وقد قامت جمعية التنمية المجتمعية والتعليم المستمر ممثلة بالمدير التنفيذي للجمعية الأستاذ خالد شناعة وطاقم المشروع بعدد من الزيارات للبلديات المذكورة أدناه، وتم عقد سلسة مكثفة من اللقاءات شارك فيها من كل بلدية: رئيس البلدية، وطاقمها الإداري، والعلاقات العامة فيها، إضافة إلى طاقم مكتب الجنوب في مشروع مجتمعات مزدهرة؛ للحديث عن الأنشطة والأفكار التي سيتم تنفيذها في هذه المناطق، والتي من شأنها أن تساعد على بناء قدرات المجالس البلدية وزيادة ثقة الجمهور بالبلديات، إضافة إلى بحث خطوات تعزيز انخراط الشباب في الشأن العام والمشاركة المجتمعية من خلال إنشاء مجالس شبابية في البلديات، وتفعيل دور المجالس الشبابية القائمة منها.
كما قام طاقم الجمعية بعدد من الاجتماعات مع شركاء المشروع في كل من: مديرية الحكم المحلي في محافظتي بيت لحم والخليل، ومركز نسوي الخضر، والمركز الفلسطيني للاتصال والسياسات التنموية، ومركز بيت الطفل الفلسطيني.
يشار الى ان البلديات المستهدفة في مشروع الجمعية هي 15 عشرة بلدية في جنوب الضفة الغربية: أربعاً في محافظة بيت لحم وهي: بلدية بيت لحم، والخضر، والعبيدية، وتقوع، إضافة إلى إحدى عشرة بلدية في محافظة الخليل، تتمثّل في كل من: بلدية حلحول، دورا، بني نعيم، إذنا، بيت أولا، سعير، تفوح، الشيوخ، خراس، الظاهرية، نوبا
